摘　　要：在创造性回答重大时代课题的过程中,习近平围绕先研后策的重要性、发展需求的迫切性、研以致用的导向性、深调细研的规范性、调研形势的复杂性、改进工作的实效性、常调常研的主动性,提出了调查研究地位的“源头活水论”、调查研究内容的“重点领域论”、调查研究目的的“破解问题论”、调查研究方法的“系统科学论”、调查研究主体的“本领淬炼论”、调查研究检验的“具体标准论”、调查研究开展的“制度保障论”,形成了习近平关于调查研究的重要论述。这一重要论述是一个内涵丰富、结构清晰、层次分明、系统完整的理论体系,标志着我们党对调查研究的规律性认识达到了新的高度,彰显出习近平对做好调查研究工作的睿智思考和独特创见,为进一步做好调查研究工作提供了根本遵循和科学指南。In the process of creatively addressing major issues of our time,Xi Jinping has emphasized the importance of investigating before making plans,the urgency of the need for development,the application-oriented approach of research,the standardization of in-depth and careful investigation and studies,the complexity of research situations,the effectiveness in the improvement of our work,and the proactivity of constant investigation and research.He has articulated ideas in relation to investigation and research,including the“source of vitality”concerning the role of investigation and research,the“key areas”concerning the content of investigation and research,the“problem-solving”concerning the purpose of investigation and research,the“systematic science”concerning the methods of investigation and research,the“skill refinement”concerning the subjects involved in investigation and research,the“specific standards”concerning the evaluation of investigation and research,and the“institutional guarantee”concerning the implementation of investigation and research.These ideas form a significant theoretical framework that is rich in contents,clearly structured and systematically complete.These important statements signify that our Party's understanding of the law that guides investigation and research has reached a new height.It highlights Xi Jinping's insightful reflections and unique contribution to effective investigation and research work,and provides fundamental principles and scientific guidance for further enhancing the quality and effectiveness of investigation and research efforts.
