构建实践导向的法治人才培养机制——以西北政法大学博士特需项目为例

摘　　要：国家学位与教育主管部门实施的服务国家特殊需求博士人才培养项目,将人才需求领域的行业主管部门纳入学位授权和人才培养的评价与组织实施管理工作体系,打破了学位授权和人才培养工作的封闭状态,在学位授权审核方式改革方面进行了前所未有的大胆探索,是教育、培养、用人三方面构建实践导向、需求导向人才培养机制的一次重要尝试。作为唯一的法学类项目,西北政法大学“服务西北地区稳定发展与国家安全高级法律人才培养”项目的设立与实施,为深入理解博士学位授权的本质、学位授权与人才培养、人才培养与服务社会与国家重大需求的关系,以及探索学位与教育主管部门、法学院校与法治工作部门分工协同等方面提供了一个典型的观察对象和应用案例,对完善以实践为导向的法学院校教育培养机制,进一步推进新时代法学教育和法治人才培养的改革与发展具有重要的参考和借鉴意义。The Special Needs Doctoral Education Program,initiated by national academic and educational authorities,integrates industry stakeholders into the processes of program evaluation,authorization,and management.This approach challenges the traditionally insular nature of doctoral education and represents a bold shift toward greater collaboration and practical relevance.By fostering a demand-driven,practice-oriented framework that connects education,training,and employment,this initiative serves as a significant step forward in aligning academic programs with real-world needs.Northwest University of Political Science and Law's“Advanced Legal Talent Cultivation for the Stability and Development of the Northwest Region and National Security”program is the sole lawfocused initiative within this framework.It provides a valuable case for understanding the core principles of doctoral program authorization,the interplay between program design and talent cultivation,and the alignment of educational outcomes with broader societal and national objectives.The program also highlights the importance of collaboration among academic institutions,legal education providers,and professional legal organizations.By focusing on practical application and interdisciplinary cooperation,this initiative offers a robust model for reforming legal education.It delivers insights into the modernization of legal education systems and the cultivation of highly skilled legal professionals equipped to address contemporary challenges.This program underscores the potential of practice-oriented approaches to bridge the gap between academic theory and professional practice in the field of law.
