海河流域和渤海海域环境协同治理多元参与机制研究——以适应性理论为视角

摘　　要：海河流域和渤海海域环境治理多元参与及协调机制的匮乏,使区域间环境治理呈现碎片化、分散化的特征,难以满足环境整体性、系统性要求,而信息公开和利益平衡制度缺位等问题进一步加剧了多元协同治理的难度。适应性理论在环境治理中的应用有助于解决跨区域环境问题中的复杂性和不确定性,可借鉴适应性理论的核心理念,强化区域间环境立法协同,构建跨区域多中心协商机制,建立多元参与机制,完善信息公开与共享平台,建立利益平衡机制,协调多方利益诉求,促进社会学习,增强治理结构的动态调整能力,以提升多元化环境治理的科学性、灵活性和透明度,实现海河流域和渤海海域环境协同治理的长效性、适应性。The lack of a multi-stakeholder participation and coordination mechanism in the environmental governance of the Haihe River Basin and Bohai Sea has led to fragmented and decentralized regional environmental management,which fails to meet the overall and systemic requirements of environmental protection.Moreover,issues such as the absence of system for disclosing information and balancing interests further exacerbate the complexity of multi-party collaboration.The application of adaptive governance theory in environmental management helps address the complexity and uncertainty of cross-regional environmental problems.By drawing on the core principles of adaptive governance,this approach strengthens regional environmental legislative coordination,establishes a multi-center negotiation mechanism across regions,builds a multi-stakeholder participation system,improves information disclosure and sharing platforms,creates a mechanism for balancing interests,coordinates various stakeholder demands,promotes social learning,and enhances the dynamic adaptability of governance structures.This would improve the scientificity,flexibility,and transparency of multi-dimensional environmental governance,ultimately ensuring the long-term effectiveness and adaptability of coordinated environmental governance of the Haihe River Basin and Bohai Sea.
