摘　　要：基于绿色低碳循环发展理念构建海洋经济高质量评价体系是准确把握二十大报告中高质量发展关键环节的内涵要义,对于实现海洋经济高质量发展和建设海洋强国具有重要意义。采用改进TOPSIS法的双重激励模型,测算并评价2010—2019年11个沿海省份的海洋经济高质量发展水平,并利用区域差异分析法刻画其时空差异演变趋势。结果表明:(1)各省份的海洋经济高质量发展水平总体呈现上升趋势,至2019年评分等级均处在中等及以上,评分以东部海洋经济圈为最,南部和北部次之;(2)各省份海洋经济高质量发展水平总体较均衡,呈现阶段性收敛趋势,其区域差异性主要源于研究后期海洋经济区域-低碳发展和各海洋经济圈内部,其中南部海洋经济圈内部差异性最大;(3)各省份在绿色-低碳-循环发展方面各有优势和不足,北部集中表现在低碳发展水平贡献不足,东部循环发展水平较高,而南部3个方面都有着不同程度的差距。Building a high-quality evaluation system for the marine economy based on the concept of green,low-carbon and circular development is of great significance to accurately grasping the connotation of the key links of high-quality development in the 20th National Congress of the Communist Party of China,and has important significance for realizing high-quality development of the marine economy and building a maritime power.This paper used a dual-incentive model of the improved TOPSIS method to conduct a dynamic and comprehensive evaluation of the high-quality development level of the marine economy in 11 coastal provinces and cities in China from 2010 to 2019,and the spatiotemporal differences are described using the regional difference analysis method.The results showed that:①The overall high-quality development level of the marine economy in various provinces and cities was showing an upward trend,with the score level at or above medium by 2019.The scores were highest in the eastern marine economic circle,followed by the southern and northern regions.②The high-quality development level of the marine economy in coastal provinces and cities nationwide was generally more balanced,showing a phased convergence trend.The regional differences mainly stemmed from the regional and low-carbon development of the marine economy and the internal marine economic circles in the late stage of the study.The differences in the southern marine economic circle were the largest.③Each province and city had its own strengths and weaknesses in terms of green,low-carbon,and circular development.The northern region mainly showed insufficient contribution to the low-carbon development level,the eastern region had a higher level of circular development,and the southern region had varying degrees of gaps in these three aspects.
