农村集体“三资”管理标准体系建设的探索

摘　　要：农村集体“三资”是当前农村经济模式下的农村集体资金、资产、资源的综合,是农村所有成员通过劳动不断积累的财富。农村“三资”的管理关系到乡村振兴战略的实施,关系到民众的切身利益和农村地区的稳定。本文通过对农村集体“三资”的定义、管理现状、标准化现状的分析,初步探讨并构建了农村“三资”管理标准体系。该体系的建立不仅可以提升农村集体“三资”管理的规范化,还有助于全面掌握和分析农村集体“三资”的底数以及动态变化,促进农村资源的合理配置和有效利用,推动农村集体“三资”管理的系统化、标准化,促进农村经济持续健康发展。Under the current rural economic mode,the capital,assets and resources of the rural collective are the wealth continuously accumulated by all rural members through labor.The management of the capital,assets and resources is related to the implementation of rural revitalization strategy,the vital interests of the people and the stability of rural areas.This paper analyzes the definition,management status,and standardization status of the capital,assets and resources of the rural collective,and makes a preliminary exploration and construction of the standards system for the management of the capital,assets and resources.The establishment of this system can enhance the standardized management of the capital,assets and resources,help to comprehensively grasp and analyze the reserves and dynamic changes of the capital,assets and resources of the rural collective,and promote the rational allocation and effective utilization of rural resources,thereby promoting the systematization,standardization of management of the capital,assets and resources of the rural collective and the sustainable and healthy development of rural economy.
