摘　　要：网络性侵未成年人犯罪是传统性侵犯罪在互联网背景下所发展而成的新型犯罪。通过分析研究近年来的典型案例,总结出网络性侵未成年人犯罪的三种主要类型:线上性侵、线下性侵、线上与线下相结合,以及此类犯罪的主要特征,即犯罪人多是受教育水平低且无正当职业的成年人、作案手段呈现多样、犯罪行为具有明显的重复性特征。紧接着从立案管辖、案件发现、调查取证三个方面分析侦查实务中的难点,并针对性地提出了相应侦查对策,主要有准确适用法律法规、明确立案管辖、强化证据收集、发挥公安机关合成作战机制等。The crime of online sexual assault on minors is a new crime developed from the traditional crime of sexual assault under the background of the Internet.Through the analysis and research of typical cases in recent years,three main types of online sexual assault on minors are summarized:online sexual assault,offline sexual assault,a combination of online and offline sexual assault.The main characteristics of these crimes include:the perpetrators are mostly adults with low education level and no legitimate occupation;the means of committing crimes are diverse;and the criminal behavior has obvious repetitive characteristics.The paper further analyzes the difficulties in investigation practice from three aspects,that is,filing jurisdiction,case discovery,investigation and collection of evidence,and puts forward corresponding investigation countermeasures,mainly including accurate application of laws and regulations,clear filing jurisdiction,strengthening evidence collection,and giving play to the synthetic combat mechanism of public security organs.
