摘 要:为提升中小河流防洪减灾能力,提出中小河流淹没计算及影响分析方法,采用一维河道水动力模型和GIS空间分析技术,形成流域淹没及社会经济影响的快速分析方法和防洪情景库构建框架。以浙江省北苕溪流域为研究对象,计算各设计频率下河流沿程水位及流量等特征值,基于GIS分析洪水淹没面积,结合承灾体社会经济和人口分布调查,识别高风险区域,制定疏散路线,优化防洪调度策略,最终形成北苕溪流域防洪情景库。研究成果可为中小河流防洪规划编制、监测预警、应急响应、灾后评估等防灾减灾工作提供信息支撑。To enhanceflood control and disaster mitigation capabilities in small and medium-sized rivers,this study proposed methods forflood inundation calculation and impact analysis.A one-dimensional hydrodynamic model and GIS spatial analysis techniques were employed to develop a rapidly calculating method for watershed inundation and its socio-economic impacts,along with a framework for constructing aflood scenario bank.Using the Beitiaoxi River Basin in Zhejiang Province as a case study,this study calculated characteristic values such as water levels andflow rates along the river under various design frequencies and analyzedflood inundation areas using GIS.By integrating socio-economic data and population distribution surveys of disaster-prone areas,high-risk regions were identified,evacuation routes were developed,andflood control scheduling strategies were optimized.Consequently,aflood control scenario bank for the Beitiaoxi River Basin was established.Thefindings provide essential information support forflood control planning,monitoring and early warning,emergency response,and post-disaster assessment in disaster prevention and mitigation.
