“四治融合”视域下村级档案治理现代化的路径探究

摘　　要：村级档案治理现代化是推动档案事业高质量发展、赋能实现乡村振兴的重要举措。“自治”“法治”“德治”“智治”四治融合的乡村治理模式与村级档案治理现代化中民主化、法治化、科学化、效率化的价值尺度有内在逻辑关联。“四治融合”理念下的多元主体共治、权责适配有序、流程优化精细、治理效能提升与村级档案治理现代化下民主化、法治化、科学化和效率化的目标紧密相连,具有强适配关系。围绕“四治融合”模式,从四个方面提出村级档案治理现代化的实现路径:以多元共治推进村级档案治理民主化、以法治保障落实村级档案治理法治化、以科学参与提升村级档案治理科学化效能、以技术驱动提升村级档案治理智慧化水平。The modernization of village archives management is an important measure to promote the highquality development of archives and empower the rural revitalization strategy.The rural governance model of"autonomy","rule of law","rule by virtue"and"rule by wisdom"is intrinsically related to the value scale of democratization,rule of law,science and efficiency in the modernization of village archives management.Based on this,a modern village archives management mechanism with multi-subject co-governance,orderly adaptation of rights,extended participation concept and resource support is built.Centering around the"four governance integration"model,the paper proposes the realization path of the modernization of village archives management from four aspects:promoting the democratization of village archives management with multiple co-governance,accelerating the legalization with the guarantee of law,enhancing the scientific efficiency with scientific participation,and promote the intelligent level by technology.
