综合档案馆档案资源开放利用的优化路径研究——基于《中华人民共和国档案法实施条例》的解读

摘　　要：《中华人民共和国档案法实施条例》的发布,是档案法治建设的又一重要举措,为推动档案事业高质量发展提供了更加坚实有力的法治保障。条例对规范综合档案馆档案资源开放利用工作提出了一系列新要求。文章通过梳理文本内容,指出其对综合档案馆档案资源开放利用规制的进步性,以及综合档案馆档案资源开放利用工作面临的现实困境。依照条例要求,综合档案馆需要从推进档案开放审核协同机制体系化建设、推动档案公共服务能力水平整体提升和促进档案馆文化功能全面拓展与延伸三方面着手,优化档案资源开放利用工作。The promulgation of Implementation Regulations of the Archives Law of the People's Republic of China is another important measure for the construction of the rule of law in archives,and provides a more solid and powerful legal guarantee for promoting the high-quality development of archives.The Implementation Regulations put forward a series of new requirements and new directions for standardizing the opening and utilization of archival resources in comprehensive archives.Therefore,it is necessary to consider the optimization path for the future development of the opening and utilization of archival resources in comprehensive archives.By combing the text content of the Implementation Regulations,the paper points out the progressive nature of the regulation on the opening and utilization of archival resources in the comprehensive archives,and the realistic difficulties faced by the opening and utilization of archival resources in the comprehensive archives.In accordance with the requirements of the regulations,the comprehensive archives need to optimize the opening and utilization of archival resources from three aspects:promoting the systematic construction of the archives opening and auditing coordination mechanism,promoting the overall improvement of the archives public service capacity,and promoting the comprehensive expansion and extension of the cultural functions of the archives.
