摘 要:目前中欧班列已经发展成为欧亚大陆间最重要的运输方式之一,但中欧班列运输单证物权化进程却停滞不前,无法充分满足如今国际贸易创新发展的运输需求。本文总结了中欧班列运输单证物权化的实现路径和推广应用情况,并深入分析了目前中欧班列提单试点推广过程中存在的问题。在此基础之上,通过对比海铁联运和中欧班列的运营方式和路径,创造性的提出了引入大型班轮公司参与中欧班列境外段铁路运输并签发多式联运班列提单的设想和思路,以期快速提升中欧班列运输单证物权化的应用水平从而提高中欧班列运输产品的竞争力,促进中欧班列高质量发展。China-Europe Railway Expresses have developed into one of the most important modes of transportation between the Eurasian continent.However,the realization of real right of China-Europe Railway Express transport documents has always stagnated,unable to fully meet the transportation needs of the innovative development of international trade.This article summarizes the realization path and application of the real right of China-Europe Railway Express transport documents,and conducts an in-depth analysis of the problems existing in the current pilot promotion process of China-Europe Railway Express bills of lading.On this basis,by comparing the operation methods of intermodal transport and China-Europe Railway Express,here creatively put forward the idea of introducing large liner companies to participate in the overseas section of China-Europe Railway Express and issue intermodal bills of lading,in order to quickly improve the application level of real right of transport documents,thereby improve the competitiveness of China-Europe Railway Express transportation products and promote the high-quality development of China-Europe Railway Express.
