摘　　要：目的调查海南省部分基层县级医院普外科的发展现状,并探讨医疗对口帮扶新模式,以提升县级人民医院普通外科的医疗服务能力与效率。方法于2024年5月27~31日走访海南省琼中、保亭、陵水、万宁、琼海、文昌、乐东、东方、昌江、临高、海口市第三和海口市第四人民医院。面对面与医院管理层、科室管理层、科室医生和护理人员交流,了解医院普外科的发展现状。听取受访对象对当前普外科对口帮扶政策的理解和建议。结果东部-西部-中部基层医院普外科的医疗服务能力和效率呈递减趋势,基层医院普外科的接诊病种以急诊病谱居多,肿瘤的择期手术数量极少,海口和广州成为转诊的主要方向。结论秉承多边共赢的原则,让海口头部三家医院接管东、中和西部基层医院普外科,全程督导和持续改进,最终提高市县基层医院普外科的医疗服务能力和效率。Objective To investigate the current development status of general surgery departments in coun-ty-level hospitals in Hainan Province and explore a new model of medical counterpart assistance to enhance the medical service capacity and efficiency of general surgery in county-level hospitals.Methods From May 27 to 31,2024,visits were conducted to county-level hospitals in Qiongzhong,Baoting,Lingshui,Wanning,Qionghai,Wenchang,Ledong,Dongfang,Changjiang,Lingao,and the Third and Fourth People's Hospitals of Haikou City in Hainan Province.Face-to-face interviews were conducted with hospital management,department heads,doctors,and nursing staff to un-derstand the current status of general surgery development.Feedback and suggestions from interviewees regarding the current counterpart assistance policies for general surgery were collected.Results The medical service capacity and ef-ficiency of general surgery in county-level hospitals showed a decreasing trend from the eastern to the western and then cen-tral regions.The majority of cases treated in these hospitals were emergency cases,with very few tumor cases scheduled for surgery.Haikou and Guangzhou were the primary referral destinations.Conclusion Guided by the principle of multilater-al mutual benefit,the top three hospitals in Haikou should take over the general surgery departments of county-level hospi-tals in the eastern,central,and western regions of Hainan.Through comprehensive supervision and continuous improve-ment,the medical service capacity and efficiency of general surgery in county-level hospitals can ultimately be enhanced.
