摘　　要：党内法规实施效果评估在学理研究中存在从“标准”到“指标”的概念用语演变,在评估内容上实现了由聚焦文本向关注效果的重心迁移,克服了早期评估体系设计中名称趋同、内容异质、阶段重复等局限,彰显了理性主义对建构主义的反思。党内法规实施效果评估体系的构建应遵循适应性、简易性、分类性原则,适当调整合法性指标层级,辩证采用“投入-产出”模式,分类设计评估指标及权重,引入客观数据以提升信息化水准。在党内法规评估成果运用转化过程中,须进一步明确评估责任主体,运用综合评价方法,不断提升党内法规立规质量与执规效能。In the theoretical research on the evaluation of the effectiveness of party regulations,there is a conceptual evolution from“standard”to“indicator”,which has achieved a shift in the focus from focusing on text to focusing on effect in the evaluation content,overcoming the limitations of similar names,heterogeneous content,and repeated stages in the design of early evaluation systems,and highlighting the reflection of rationalism on constructivism.The construction of the evaluation system for the effectiveness of party regulations should follow the principles of adaptability,simplicity,and classification,appropriately adjust the level of legitimacy indicators,dialectically adopt the“input-output”model,classify the design of evaluation indicators and weights,and introduce objective data to improve the level of informatization.In the process of applying and transforming the results of the evaluation of party regulations,it is necessary to further clarify the evaluation responsibility subject,use a comprehensive evaluation method,and promote the improvement of the quality of the establishment of party regulations and the effectiveness of the enforcement of regulations.
