摘　　要：党和国家功勋荣誉表彰制度,是对英模群体历史功绩予以深度鉴识、权威确证并体系化昭显的制度性实践典范。历经百多年熔铸锤炼,该制度突破了西方荣誉制度的个体主义窠臼,逐步构建起集体主义导向的制度范式,最终在新时代实现系统性重塑。在历史发展过程中,党和国家功勋荣誉表彰制度始终坚持以党的领导为根本遵循、以人民至上为价值核心、以与时俱进为实践旨向,持久发挥着印证历史、铸就信念、引领发展等多维功能,进一步构建起价值理性与工具理性相统一的制度体系,为国家治理现代化提供了独特的精神坐标。The Party and the state's meritorious honors and awards system is an exemplary institutional practice that deeply recognizes,authoritatively verifies,and systematically demonstrates the historical achievements of heroic and exemplary groups.After more than a hundred years of tempering,this system has broken through the individualism of Western honor systems and gradually constructed a collectivism-oriented institutional paradigm and finally achieved systematic reshaping in the new era.In the process of historical development,the Party and the state's meritorious honors and awards system has always adhered to the Party's leadership as the fundamental principle,put the people first as the core value,and aimed at keeping pace with the times in practice.It has continuously played multiple functions such as verifying history,forging beliefs,and leading development,and further constructed an institutional system that unifies value rationality and instrumental rationality,providing a unique spiritual coordinate for the modernization of national governance.
