全球化智库对美交流中的“化劲”机制研究——基于互动仪式链理论视角

摘　　要：[目的/意义]智库的国际传播功能中,其固有资源是国家软实力的“定劲”,智库与智库之间的互动交流则是化解战略误判、凝聚国际共识的“化劲”。智库交流不仅有助于国家安全发展和全球治理创新,也是智库践行“二轨外交”角色、积极贡献于非官方外交渠道,以独特视角和策略性建议影响国家间关系及全球议题解决的关键功能之一。研究旨在提升智库在国家安全领域的作用及其国际传播能力,进而推动智库的国际化建设。[方法/过程]聚焦国家安全领域,采用跨学科研究方法,基于互动仪式链理论框架,分析全球化智库(Center for China and Globalization,CCG)2017年以来与美国智库之间的对话交流活动案例,揭示CCG对美交流中的互动模式,并据此构建CCG在对美交流中行之有效的“化劲”机制模型。[结果/结论]研究围绕中美智库在国际情境中社会资源、文化资本、情感能量等方面的不平等现状,在互动仪式链理论语境中总结CCG对美交流中的“化劲”机制模型。该模型强调融合“交流形式”“社会符号”“国际热点”“命运共同体”构建仪式要素,形成“群体团结”“符号共享”“情感传播”和“道德共识”的仪式结果,从而增强中美智库间的互信合作,提升智库在国家安全议题中的影响力和传播力。[Purpose/Significance]In the realm of international communication,think tanks play a crucial role in leveraging national soft power through their inherent resources,serving as an“anchoring force”.Meanwhile,interaction among think tanks help mitigate strategic misjudgments and build international consensus,functioning as a“dispersing force”.Think tank exchanges not only contribute to national security and global governance but also play a vital role in“Track II diplomacy”by providing strategic insights and policy recommendations that influence interstate relations and global issue resolution.This study aims to enhance the role of think tanks in national security and improve their international communication capabilities,thereby advancing their global interaction.[Method/Process]By utilizing interdisciplinary methods and grounded in the interactive ritual chain theory,this study examines dialogues and exchanges between the Center for China and Globalization(CCG)and American counterparts since 2017.It identifies CCG’s interaction patterns in U.S.exchanges and develops an effective“dispersing force”model for these interactions.[Result/Conclusion]This research highlights disparities in social resources,cultural capital,and emotional dynamics between Chinese and American think tanks in the international arena,and proposes a“dispersing force”model for CCG’s communication with the United States within the framework of interactive ritual chain theory.Emphasizing the“communication forms”,“social symbols”,“international hot spots”,and“destiny community”,this model aims to foster“unity”,“symbol sharing”,“emotional resonance”,and“moral consensus”,thereby enhancing mutual trust,cooperation,and influence of think tanks on national security issues.
