西班牙埃尔卡诺皇家研究所影响外交决策之探析

摘　　要：[目的/意义]埃尔卡诺皇家研究所近年来不仅在西欧迅猛发展,还成为西班牙排名第一的外交智库,在影响外交决策中表现活跃。总结其影响外交决策的机制和特点,可为中国外交智库的政策影响力提升提供有益经验。[方法/过程]本文运用文献分析法和案例分析法,梳理埃尔卡诺皇家研究所的发展历程、组织架构和资金来源,重点分析该所影响西班牙政府外交决策的机制和特点。[结果/结论]埃尔卡诺皇家研究所通过生产专业知识、加强官方交流、引导社会舆论、推动国际合作4个维度不断提升外交决策影响力,并呈现出研究内容独特化、人才队伍多层次、成果产出多样性的发展特点。中国外交智库应注重建立智库品牌、寻求特色发展,密切与政府的联系、畅通交流渠道,拓展传播方式、提升国际知名度。[Purpose/Significance]In recent years,the Royal Institute Elcano has rapidly wxpanded its influence across Western Europe and emerged as Spain’s leading diplomatic think tank,playing an active role in shaping foreign policy decisions.Summarizing the mechanisms and characteristics of its influence on diplomatic decision-making offers valuable useful experience for the policy influence of Chinese diplomatic think tanks.[Method/Process]This paper employs a combination of literature analysis and case study methods to review the development history,organizational structure,and funding sources of the Royal Institute Elcano,with a focus on analyzing the mechanisms and characteristics through which it influences Spanish government foreign policy decisions.[Result/Conclusion]This findings reveal that the Royal Institute Elcano strengthens its influence on foreign policy decision-making through four key dimensions:producing specialized knowledge,strengthening communication with government,shaping public opinion,and facilitating international cooperation.Futhermore,the institute demonstrates distinct characteristics,including a focus on unique research agendas,a multi-tiered talent pool,and diverse research output.For Chinese foreign policy think tanks,these findings underscore the importance of building a strong brand,pursuing distinctive development;maintaining close ties with government,improving communication channels;expanding dissemination methods,and increasing international visibility.
