摘　　要：促进高质量充分就业是新时代新征程就业工作的新定位、新使命。高质量充分就业作为总体概念体现了“量”“质”“效”三者的融合统一,不可偏废,更不能将其相互对立。在推进中国式现代化背景下促进高质量充分就业,具备诸多有利因素,但也面临劳动力供给结构变化、经济形势起伏与发展模式转换、人工智能技术迭代进步和新质生产力加速形成,以及外部环境冲击与抑制因素的叠加影响,同时需要应对部分群体就业不充分、就业结构存在矛盾、资源配置效率欠佳、整体就业质量有待提高等就业领域内部挑战。促进高质量充分就业,要用党的最新理论成果指导工作,将党对就业工作的领导贯彻始终,把就业工作放在治国理政的突出位置,加强劳动力供给侧改革,强化就业优先导向,健全就业政策与服务体系,实施提升就业质量政策计划,加大应对失业风险的政策储备力度,完善就业促进机制,形成就业工作新合力。Promoting high-quality full employment is a new positioning and a new mission for the employment work in the new era and on the new journey.As a comprehensive concept,high-quality full employment embodies the integration and unity of"quantity","quality"and"efficiency",and neither should be neglected or regarded as mutually exclusive.Promoting highquality full employment under the background of advancing Chinese modernization has many favorable factors,but it also faces the challenges of changes in the structure of labor supply,fluctuations in economic conditions and transformation of development models,progress in the iteration of artificial intelligence technology and the acceleration of the formation of new quality productive forces,as well as the combined impact of external environmental shocks and inhibitory factors.In the meantime,it is necessary to address internal challenges in the employment field such as insufficient employment for some groups,contradictions in the employment structure,poor efficiency of resource allocation,and the need to improve the overall employment quality.To promote high-quality full employment,efforts should be made to guide the employment work with the latest theoretical achievements of the Party,always implement the Party's leadership throughout the employment work,place the employment work in a prominent position in governance,improve the employment promotion mechanism,form a new synergy in the employment work,strengthen the reform of the labor supply side,enhance the employment priority orientation,improve the employment policy and service system,implement the policy plan for improving employment quality,and increase the policy reserve for addressing unemployment risks.
