摘　　要：高质量充分就业是高质量发展的重要支撑,是保障和改善民生的重要内容,也是统筹发展与安全的内在要求。为此,要强化就业优先政策,健全高质量充分就业促进机制。高质量充分就业促进机制是多种机制的耦合,包括就业优先机制、岗位创造机制、就业能力培养机制、劳动力供需匹配机制、就业质量提升机制、就业帮扶机制等。健全高质量充分就业促进机制要坚持系统观念,处理好就业数量与就业质量、经济发展与就业促进、教育科技和就业的关系。High-quality full employment is an important pillar for high-quality development,a key component in safeguarding and improving people's livelihoods,and an inherent requirement for balancing development and security.To this end,it is essential to strengthen employment priority policies and improve mechanism that promotes high-quality full employment.The mechanism for promoting high-quality full employment is a coupling of various mechanisms,including the employment priority mechanism,job creation mechanism,employment capability development mechanism,labor supply-demand matching mechanism,employment quality enhancement mechanism,and employment assistance mechanism.To improve the mechanism for promoting high-quality full employment,it is necessary to adhere to a systemic perspective and properly manage the relationships between employment quantity and employment quality,economic development and employment promotion,and education,technology and employment.
