摘　　要：有效市场和有为政府相结合,在发展中推动就业容量扩大与就业质量提升是我国就业工作的重要经验。当前,人口发展面临新形势,新一轮科技革命和产业变革深刻重塑了劳动力市场,传统劳动法体系和社会保障制度受到冲击,劳动力市场“内卷式”竞争加剧。以高质量发展促进就业扩容提质的主要路径包括坚持以发展推动就业,增强经济增长的就业带动力;加快建设现代化人力资源体系,优化人力资源配置效率;健全劳动力市场政策体系,加强劳动者权益保障。The combination of an effective market and a proactive government in driving both employment expansion and quality improvement has been a key pillar of China's employment strategy.At present,demographic trends are shifting,and the new wave of technological revolution and industrial transformation is profoundly reshaping the labor market.The traditional labor law system and social security framework are under strain,and the labor market is facing intensified"involutionary"competition.The primary pathways to promoting employment expansion and quality improvement through high-quality development include maintaining a development-driven employment strategy to enhance the employment-pulling effect of economic growth,accelerating the establishment of a modern human resources system to optimize human resource allocation efficiency,and improving the labor market policy framework to strengthen worker protections.
