摘　　要：促进高质量充分就业,是新时代新征程就业工作的新定位、新使命。高质量充分就业的实现依赖于需求创造、供给升级和匹配优化三条路径的协同作用,这些路径受制于不同政策实践,其就业促进作用的有效发挥离不开政策主体间基于就业优先实现目标协同、主体协同、工具协同和过程协同。尽管将就业工作摆在经济社会发展和宏观政策的优先位置已成为普遍的政策共识,但政策实践中仍存在协同不足,甚至出现“合成谬误”和治理碎片化等问题。需转变治理理念、改革和优化治理体系、提升治理能力,并在明确不同就业促进路径政策协同的目标和侧重点基础上,从人力资源需求、供给和供需对接端协同发力,不断完善基于就业优先的政策协同。Promoting high-quality full employment is the new orientation and mission of employment work in the new era.The realization of high-quality full employment relies on the synergistic effect of three paths:demand creation,supply upgrading,and matching optimization.These paths are constrained by various policy practices and the effective fulfillment of their employmentpromoting functions depends on coordination among policy entities,grounded in the priority of employment,to achieve goal coordination,entity coordination,tool coordination,and process coordination.Although placing employment work in a priority position in economic and social development and macro policies has become a widely accepted policy consensus,policy practice still suffers from insufficient coordination,leading to issues such as"synthetic fallacy"and fragmented governance.Require transforming governance concepts,reforming and optimizing the governance system,enhancing governance capacity and exerting coordinated efforts on the human resources demand side,supply side,and supply-demand connection side based on clearly defining the goals and focuses of policy coordination for the different paths of employment promotion,to continuously improve policy coordination based on employment priority.
