摘 要:“就业友好型发展方式”的提出,标志着中国特色社会主义发展理论和就业理论的重要创新。构建就业友好型发展方式是落实就业优先战略、践行以人民为中心的发展思想的核心体现。“就业友好型发展方式”这一概念蕴含着深刻的哲学转向——从“以物为本”的经济逻辑转向“以人为本”的关怀伦理,从“效率至上”的工具理性转向“公平友好”的价值理性,具备人民性、友好性、发展性等三个维度的内涵特征。当前,我国构建就业友好型发展方式在人力资源需求侧、供给侧、供需匹配等方面仍面临一定问题与挑战,需从器物、制度、文化等三个层面针对性施策推进解决。“就业友好”在器物、制度、文化等三个层面的价值引领,构筑起就业友好型发展方式的“精神穹顶”,使“幸福美好就业”成为“高质量充分就业”的价值内核。The proposal of the"employment-friendly development model"marks a significant innovation in the socialist development theory and employment theory with Chinese characteristics.Constructing an employment-friendly development model represents the core embodiment of implementing the employment-first strategy and practicing the people-centered development philosophy.The concept of"employment-friendly development model"contains profound philosophical shifts-transitioning from the"material-oriented"economic logic to"people-centered"care ethics,and shifting from the"efficiency-first"instrumental rationality to"equity-friendly"value rationality.It embodies three-dimensional connotative characteristics:people-centeredness,friendliness,and developmental nature.Currently,China faces certain challenges in building an employment-friendly development model across three dimensions:human resource demand side,supply side,and supply-demand matching side.These require targeted solutions at material,institutional,and cultural levels.The value guidance of"employment friendliness"across material,institutional,and cultural dimensions constructs the"spiritual canopy"for the employment-friendly development model,making"happy and fulfilling employment"the value core of"high-quality full employment".
