摘　　要：数智时代,移动短视频日益嵌入公众的日常生活并成为数字文明的基础设施之一,它的蓬勃发展也引发了一些文化乱象。其根源是多方面的,包括短视频的媒介属性、算法推荐技术、平台监管方式、草根文化的固有缺陷以及当前的社会矛盾和群体心态等。对短视频平台的治理,可从“术”与“道”两个层面推进,在强化规范、透明的制度管理的同时,将主流价值观嵌入技术创新的过程,提升平台主体的参与和共治能力,实现从“管控思维”向“协同共治”的转变,以构建可持续发展的数字文化生态。In the digital intelligence era,mobile short videos have become deeply embedded in public daily life and emerged as a fundamental infrastructure of digital civilization.However,their rapid growth has also triggered various cultural disorders.The root causes are multifaceted,encompassing the media attributes of short videos,algorithmic recommendation technologies,platform regulatory approaches,inherent flaws in grassroots culture,and existing social contradictions and group mentalities.The governance of short video platforms can be advanced from both"technique"and"principle".While strengthening standardized and transparent institutional management,it is essential to integrate mainstream values into the process of technological innovation,enhance platform stakeholders'capacity for participation and co-governance,and shift from a"control-oriented mindset"to"collaborative governance."This approach aims to foster a sustainable digital cultural ecosystem.
