摘　　要：介绍欧洲投资银行林业项目的理念和目标以及主要做法,阐述“参与式磋商”设计等理念在河南省相关项目新造林、森林修复与质量提升、森林认证、碳汇计量等方面的应用方法和步骤,以期为我国林业发展提供借鉴。This paper introduces the concepts,objectives,and main practices of the EIB-financed forestry project.It elaborates on the application methods and steps of such as the“participatory consultation”design concept in various aspects of related projects in Henan Province,including afforestation,forest restoration and quality improvement,forest certification,and carbon sink measurement.The aim is to provide references for the development of forestry in China.
