简明实用型镇村规划联编成果体系研究和实践——以三明市清流县灵地镇为例

摘　　要：2021年福建省自然资源厅启动镇村联编示范工作,对乡镇国土空间总体规划及村庄规划的编制方法提出新的要求。本文结合福建省三明市清流县灵地镇镇村规划联编项目,从编制模式、规划体系、规划传导、分类指引、精准规划等方面进行实践探索,总结简明实用型镇村规划联编成果内容和体系,以期为同类型乡镇镇村联编提供经验参考。In 2021,the Fujian Provincial Department of Natural Resources initiated a demonstration project for joint town-village planning,introducing new requirements for the compilation of township territorial spatial plans and village planning.This paper,based on the joint planning project of Lingdi Town,Qingliu County,Sanming City,explores practical approaches in terms of compilation models,planning systems,planning transmission mechanisms,classification guidance,and precise planning.It summarizes the content and framework of concise and practical town-village joint planning,aiming to provide a reference for similar towns and villages in Fujian Province.
