基层干部积极心态的培育——困境分析与对策思考

摘　　要：社会心态是影响社会转型的重要精神力量。作为基层治理中的关键群体,基层干部的积极心态引领着社会群体的心态建设。由于基层工作的特殊性、叠加干部个体的因素,当前基层干部队伍中仍存在一些消极心态。分析消极心态的表现及成因,推动个体、组织、社会等多维度形成资源合力,系统性地消除基层干部的消极心态,对于培育其积极心态、提升基层治理水平具有重要意义。Social mentality serves as a crucial spiritual force influencing social transformation.As a key group in grassroots governance,the positive mentality of grassroots cadres plays a leading role in shaping collective social attitudes.However,due to the unique challenges of grassroots work and individual psychological factors,certain negative mentalities persist among grassroots cadres.This study systematically examines the manifestations and root causes of such negative mentalities.By integrating multidimensional resources at individual,organizational,and societal levels,we propose strategies to systematically eliminate negative mentalities,which hold significant implications for fostering positive mentality and enhancing grassroots governance efficacy.
