摘　　要：健全网络综合治理体系,是形成良好网络生态的治本之道。检察机关参与网络综合治理体系建设,既能促进法律规制与技术治理深度融合,也可通过高质效履职推动网络法治进程。当前,网络技术高速发展催生网络生态急剧变化,由此带来的社会风险与日俱增。面对技术迭代与风险演变双重压力,如何有效运用网络新技术、科学界定网络治理边界、深化履行检察职能、优化创新治理手段,成为检察机关参与网络综合治理体系建设亟待破解的难题。据此提出,应秉持预防性、系统性和谦抑性并重的治理理念;针对高发频发问题开展重点整治,聚焦特殊人群网络保护;立足刑事、民事、行政、公益诉讼四大检察职能,深化内外部协同联动;依托新技术手段实现数字赋能,推进高质效履职;加强网络法治宣传,提升网络自律、自治能力。通过提供优质的检察产品和司法保障,为网络综合治理现代化注入新动能。To improve the comprehensive network management system is the fundamental solution to the formation of a good network ecology.The participation of procuratorial organs in the construction of network comprehensive governance system can not only promote the deep integration of legal regulation and technical governance,but also promote the process of network rule of law by performing their duties with high quality and efficiency.At present,the rapid development of network technology has led to the rapid change of network ecology,which brings more and more social risks.In the face of the dual pressure of technology iteration and risk evolution,how to effectively use new technologies in cyberspace,scientifically define the boundaries of network governance,deepen the performance of procuratorial functions,and optimize and innovate governance means has become an urgent problem for procuratorial organs to participate in the construction of a comprehensive network governance system.Therefore,it is important to adhere to the concept of preventive,systematic and modest governance;carry out key rectification for the high frequency of problems focusing on the network protection of special groups;deepen internal and external coordination based on the four procuratorial functions of criminal,civil,administrative and public interest litigation;promote high-quality and efficient performance to achieve digital empowerment relying on new technological means;and strengthen the publicity of the rule of law in the Internet enhancing the ability of self-discipline and autonomy in the Internet.By providing high-quality prosecutorial products and judicial guarantees,new momentum will be injected into the modernization of network comprehensive governance.
