计划行为理论视角下首都“两区”公众生态治理参与意愿及影响因素  

The Public Willingness to Participate in Ecological Governance in the“Two Zones”of the Capital from the Perspective of the Theory of Planned Behavior and Its Influencing Factors

摘　　要：基于计划行为理论,利用首都“两区”725份城镇居民的调查数据,采用结构方程模型分析了公众生态治理参与意愿及影响因素。研究结果显示:行为态度、主观规范和感知行为控制均正向影响公众的生态治理参与意愿,其中感知行为控制影响最大、主观规范影响最小;公众对参与生态治理持积极态度,亲友影响、社会认同和政府倡议能显著提升公众生态治理参与意愿;经济基础、公平感知和参与渠道是影响公众参与生态治理的主要因素。政府及相关部门应考虑现实诉求、强化社会规范、建立奖惩机制和拓展参与渠道,以提升公众生态治理参与意愿,助推共建共治共享环境治理体系的实现。Based on the Theory of Planned Behavior,using the survey data from 725 urban residents in the“Two Zones”(the water conservation functional zone and the ecological environment supportive zone)of the capital,by means of a structural equation model,the paper analyzes the public willingness to participate in ecological governance and its influencing factors.The results indicate that behavioral attitudes,subjective norms,and perceived behavioral control all positively influence the public willingness to participate in ecological governance,with perceived behavioral control having the greatest impact and subjective norms the least.The public holds a positive attitude towards participating in ecological governance,and influences from friends and family,social identification,and government advocacy can significantly enhance the public willingness to participate.Economic foundation,perceptions of fairness,and participation channels are the main factors affecting public participation in ecological governance.Government and relevant departments should consider practical demands,strengthen social norms,establish reward and punishment mechanisms,and expand participation channels to enhance the public willingness to participate in ecological governance,thereby promoting the realization of a co-construction,co-governance,and sharing environmental governance system.
