摘 要:台州市掌上数字金融平台的构建遵循了新结构经济学的发展路径,从经济发展阶段到要素禀赋及其结构,再到企业资本规模分布和风险特征,最终形成数字金融服务平台。该平台成功地化解了数字金融基础设施建设/管理与公共监管之间的矛盾,构建了“监管机构—行业协会—平台”的三方协同监管模式。构建数字金融基础设施应遵循合理的逻辑路径,充分发挥市场各主体的作用,妥善处理建设/管理和监督之间的矛盾,并借鉴区域改革的中国经验,以推动现代金融体系的发展。The construction of Taizhou's handheld digital financial platform adheres to the developmental path proposed by new structural economics,from the economic development stage through the structure of factor endowments to the distribution and risk characteristics of enterprise capital scales,culminating in the formation of a digital financial service platform.The platform has successfully resolved the contradictions between the construction of digital financial infrastructures(management)and public regulation,establishing a tripartite cooperative supervision model of"regulatory authority-industry association-platform".The construction of digital financial infrastructures should follow a rational logical path,give full play to the role of various market entities,properly handle the contradictions between construction(management)and supervision,and draw on the Chinese experience of regional reforms to promote the development of the modern financial system.
