摘　　要：《关于推进实施国家文化数字化战略的意见》对提升图书馆服务数字化水平与知识库建设具有重要的引领作用。在此背景下,文章重新审视地域文化专题资源库建设与开发的时代意义,以陕西省图书馆“大秦岭大文化资源库”为例,调研秦岭研究与秦岭数据库建设现状,阐述项目建设意义;分析资源库的建设原则、内容框架及在文献资料数字化、平台建设等方面采取的一系列措施;从数字化赋能的角度,提出大秦岭文化资源库的开发利用策略,包括通过区域协作共建数字联盟、建设大秦岭数字人文主题馆、构建宣传推广业态新矩阵等,以期为推进地方文化助力国家文化数字化战略提供样例。The Opinions on Promoting the Implementation of the National Cultural Digitization Strategy plays an important leading role in the digitization level of library services and the construction of knowledge bases.In this context,the article re-examines the significance of the construction and development of regional cultural thematic resource libraries.Taking the practice of the Shaanxi Provincial Library's Greater Qinling Greater Culture Resource Database as an example,it investigates the current status of Qinling research and Qinling database construction,and elaborates on the significance of project construction;taking a series of measures in the principles of resource database construction,content framework,digitization of literature and materials,platform construction,etc.And from the perspective of digital empowerment,it proposes development and utilization strategies for Greater Qinling Greater Culture Resource Database,including the establishment of a digital alliance through regional cooperation,the construction of a Great Qinling Digital Humanities Theme Hall,and the creation of a new matrix for publicity and promotion formats,in order to provide examples for implementing and promoting local culture to assist the national cultural digitization strategy.
