影响科学数据安全保障的三重难题探析

摘　　要：科学数据是驱动科学发现的新型力量和推动科技创新、国家发展的重要资源。当前,科学数据受到越来越多的关注,数据开放共享不断发展,但科学数据安全问题也随之而来,如何保障科学数据安全成为亟待解决的问题。文章在剖析科学数据安全现状后发现,政策漂移、技术挑战与感知差异是影响科学数据安全保障的三重难题,从完善政策机制、构筑技术保障、提高思想重视程度三方面提出了保障科学数据安全的具体措施。Scientific data is a new force driving scientific discovery and an important resource for scientific and technological innovation and national development.As scientific data garners increasing attention,and data opening and sharing continue to progress,the issue of scientific data security arises,making it an urgent problem to address.This paper analyzes the current state of scientific data security,identifying policy drift,infrastructure development,and perception differences as the three main challenges affecting scientific data security.It proposes specific measures to ensure scientific data security from three aspects:improving policy mechanisms,building technical safeguards,and strengthening ideological attention.
