国外挥发性有机物和氮氧化物污染物管控方式对中国环境治理的经验与启示

摘　　要：近年来中国环境空气质量总体改善,但仍然面临细颗粒物(PM_(2.5))污染和臭氧污染的双重压力。通过对国内外挥发性有机物(VOCs)、氮氧化物(NO_(x))排放和质量标准的梳理分析,发现中国还存在VOCs相关排放标准有待健全、部分VOCs和NO_(x)标准亟待修订、VOCs和NO_(x)标准的实施效能有待加强等问题。为此提出要筛选涉VOCs重点行业特征污染物并确定合理限值,优化VOCs排放控制措施,实行分级管控;加快涉VOCs和NO_(x)重点排放行业的大气污染物排放标准制修订工作,完善VOCs和NO_(x)标准体系;加强对企业执行VOCs和NO_(x)标准的指导与监督管理,强化企业执行力;组织开展标准气体选择和使用技术交流,加快推进短缺标准气体的研制。In recent years,the ambient air quality in China has improved overall,but it still faces the double pressure of PM_(2.5)pollution and ozone pollution.By analyzing the emission limitation standards and quality standards targeting VOCs and NO_(x)in China and other countries,some deficiencies have been found in China,including emission limitation standards targeting VOCs should be improved,VOCs and NO_(x)standards should be revised urgently,the implementation efficiency of VOCs and NO_(x)standards should be strengthened.Therefore,it is proposed to confirm the characteristic pollutants with their emission limitations of typical VOCs emission industries,optimize the VOCs emission control measurement and implement hierarchical control,accelerate the formulation and revision of emission limitation standards of typical VOCs and NO_(x)emission industries,improve the VOCs and NO_(x)standard system,strengthen the supervision and management to enterprises during the implementation of VOCs and NO_(x)emission limitation standards,improve the execution of enterprises,organize technical train of the selection and use of gas reference material,accelerate the development of gas reference material urgent needed.
