摘　　要：中国特色社会主义进入新时代,中国共产党与时俱进,传承、发展和创新了自下而上的舆论监督思想。具体表现为几个方面:坚持恪守“党性和人民性”“没有禁区和例外”的舆论监督原则;拓展了自下而上舆论监督的实施主体;以“开放”“开明”“包容”“宽容”的态度正确对待和自觉接受人民群众的监督;提出“健全权力运行制约和监督体系”“让权力在阳光下运行”“推行政府权力清单制度”,以及“自我革命”等重大命题与理论。中国共产党自下而上舆论监督思想的发展与创新,不仅丰富了马克思主义的相关理论,也为完善党和国家监督体系、推动国家治理体系和治理能力现代化提供了重要的理论支撑和实践指导。As socialism with Chinese characteristics enters the new era,the Communist Party of China(CPC)has kept pace with the times,inherited,developed and innovated the idea of bottom-up public opinion supervision.Specifically,it is manifested in insisting on adhering to the principles of public opinion supervision from the perspective of“party spirit and people-orientedness”,and “no forbidden areas and no exceptions”;in expanding the implementation subject of bottom-up public opinion supervision;in properly treating and consciously accepting the supervision by the people with an“open”,“enlightened”,“inclusive”,and“tolerant”attitude;in puting forward such major propositions and theories as“improving the power operation restriction and supervision system”,“letting power operate in the sun”,“implementing the government power list system”and“self revolution”.The development and innovation of the CPC's idea of bottom-up public opinion supervision not only enriches the Marxist supervision theory,but also provides important theoretical support and practical guidance for improving the party and state supervision system and promoting the modernization of the national governance system and capacity.
