摘　　要：背包警务是公安机关持续强化基层基础工作和深化公共服务职能,将警力下沉到基层前沿,要求民警把业务材料和办公用品装进背包,主动到群众身边开展执法、管理和服务工作的一种基层警务模式。它是积极服务型警务,通过移动化办公,为公众提供主动灵活的警务供给和服务。研究背包警务基本理论问题,对于推动基层警务改革、提升基层公安战斗力、促进国家治理能力现代化具有重要意义。新公共服务理论、服务型政府理论、民生警务理论为背包警务提供了丰厚的思想源泉,“枫桥经验”则为其提供了坚实的实践基础。背包警务虽实践样态各异,但具有相同的运行机理,即因响应或自发而启动,通过强化执法、严格管理和服务公众展开。在科技飞速发展和社会主要矛盾发生转变的当下,背包警务应坚持做实基础、数智驱动、专业赋能和群众路线,不断提升警务效能和服务水平。Backpack policing is a grassroots policing model in which public security authorities continuously strengthen foundational work at the community level and deepen public service functions by deploying police forces to the frontlines of local communities.It requires officers to carry their work materials and office supplies in backpacks and proactively engage with the public to conduct law enforcement,management,and service activities directly within the community.It represents a proactive and service-oriented policing approach,offering the public active and flexible law enforcement and services through mobile office practices.Investigating the fundamental theoretical issues of backpack policing is of significant importance for advancing grassroots policing reforms,enhancing the operational effectiveness of local public security,and promoting the modernization of national governance capabilities.The new public service theory,service-oriented government theory,and people's livelihood policing theory provide a rich ideological foundation for backpack policing,while the“Fengqiao Experience”offers a solid practical basis for its implementation.Although the practical manifestations of backpack policing vary,they share a common operational mechanism:initiation in response to demands or spontaneously,followed by strengthened law enforcement,rigorous management,and public service delivery.In the current era of rapid technological advancement and shifting societal primary contradictions,backpack policing should adhere to solidifying its foundations,driving innovation through digital intelligence,empowering professionalism,and following the mass line,thereby continuously enhancing policing efficiency and service quality.
