摘  要:目的了解医院临床医技科室科研分级动态管理模式的可行性和实施效果,为提高医院科研水平提供对策。方法整理医院科技处2015年1月1日-2023年12月31日科研数据,包括科研项目405项、科研论文(统计源期刊论文和SCI)4033篇、专利70项、科技奖励31项。选择第3个周期(2021年-2023年)科研数据,依据2023年北京市医管中心的绩效考核体系中3项主要定量指标(科研项目、科研论文、科技获奖)得分情况,评价科室科研分级动态管理的可行性。采用对比分析法分别计算医院3个周期(2015年-2017年、2018年-2020年、2021年-2023年)科研情况变化率,评价医院科研整体情况。结果科室分级有升有降,11个科室调整了分级,其中升级科室有3个,降级科室8个。从科研绩效得分来看,不同分级科室的贡献排序从大到小依次是A级、B级、C级。A级科室中,科室9的贡献最大,总分达到382分。科研绩效指标中科研论文得分贡献最大。科研项目数量较平稳维持在120~140项、科研项目经费浮动较大在2800~14000万元、SCI论文数量和发明专利授权数量快速增长:第3周期是第1周期的3.3倍和18倍。科技获奖主要是社会力量奖在15项左右。结论科室科研分级动态管理模式行而有效,提升了医院的科研能力,同时也促进了科室进步。须在科研项目和科技奖励方面完善分级管理制度,从而进一步促进医院整体科研发展。Objectives To understand the feasibility and implementation effect of the dynamic management mode of scientific research classification in clinical medical technology departments of hospitals,and provide countermeasures for improving the level of scientific research in hospitals.Methods The scientific research data including projects(405),papers(4033),patents(70)and awards(31)from January 1st,2015 to December 31st,2023 were collected to analyze.The total score of the scientific research data including projects,papers,and awards of each department in the third cycle(2021-2023)was calculated according to the scoring standards of Beijing Hospital Authority in 2023 to evaluate the feasibility of dynamic management in grading system.The change rate of scientific research capacity in 3 cycles(2015-2017,2018-2020,2021-2023)were calculated to evaluate the overall situation of scientific research capacity.Results There were 11 departments adjusted the classification with 3 departments upgraded and 8 departments downgraded.The contribution ranking of different departments was A-level departments,B-level departments and C-level departments in descending order by the scientific research performance score.Among the A grade department,department 9 had the largest contribution with a total score of 382 points.The scientific research performance indicators with the greatest contribution were the scores for research papers.The number of projects was relatively stable at about 120 to 140.The amount of funds was larger fluctuation at about 28 to 140 million yuan.The number of SCI papers and invention patents authorized were growing rapidly,reaching 3.3 times and 18 times respectively in the third cycle than in the first cycle.The 15 awards were obtained,which were supported by social association awards.Conclusions The dynamic management model of scientific research grading was effective,which had improved the hospital's scientific research capabilities and also promoted the progress of the department.It was necessary to further pro
