摘　　要：随着人工智能技术的迅猛发展及广泛应用,全球技术竞争愈发激烈,参与技术治理的主体数量也快速增加。各国和地区组织都在积极制定相应的人工智能发展和治理战略。东盟作为亚太地区的关键组织与国家联合体,基于地区认同、发展和安全三方面的需求,开始着手制定以东盟为中心的人工智能治理方案,以规范东南亚地区整体在这方面的可持续发展。为此,东盟遵循地区总体框架搭建、地区国家法规建设、国际人工智能合作三线并行的发展路径,致力于实现从形成松散治理共识到构建总体治理指南的转变,从发展一般数字法规到完善人工智能相关法规的跨越,以及从推进域内国家协同合作到开展国际人工智能合作的拓展。然而,东盟的人工智能治理进程面临诸多挑战,包括治理环境的不确定性、治理主体的发展不平衡性以及治理内容的宽松性。依托“东盟方式”这一基本互动原则,在全球层面推进更可信赖的人工智能治理解决方案,仍是一项长期性工作。With the rapid development and wide application of artificial intelligence(AI)technologies,global technological competition has become increasingly intense,and the num-ber of actors involved in technological governance has also grown.Since various countries and regional organizations are seeking to promote AI development and governance strategies,ASEAN,as a key organization in the Asia-Pacific region,has begun to formulate an ASEAN-centered AI governance plan to regulate the overall sustainable development of Southeast Asia in response to regional identity,development,and security needs.Currently,ASEANs AI governance strategy follows a path of building a regional overall framework,promoting membersnational law-making,and enhancing international AI cooperation.It aims to realize a transformation from forming a loose governance consensus to an overall governance guide-line,from developing a general digital jurisprudence to AI-related laws,and from advancing cooperation among regional actors to international AI cooperation.However,the AI govern-ance process in ASEAN will face many challenges due to the uncertainty of the external envi-ronment,the disparate development of member states,and the limited effectiveness of existing governance framework.There is still a long way to go in advancing more trustworthy AI governance solutions at the global level by relying on the“ASEAN Way”as the basic princi-ple of interaction.
