“机会窗口”视角下印尼关键矿产战略的调整

摘　　要：随着全球能源转型、新一轮产业变革和地缘政治竞争加剧,关键矿产正成为各国争夺的战略资源。美国等西方国家把关键矿产安全提升至战略高度,加紧全球布局,意图掌控和维护关键矿产产业链供应链。世界主要矿产资源国也不再单纯以资源换财富,致力于通过实施严格的出口管制政策,提升自身在全球关键矿产产业链供应链中的地位。作为东南亚最大经济体,印尼立足本国资源禀赋,通过调整关键矿产战略以谋求扩大产品附加值、推动本国产业转型升级。“机会窗口”视角则可以为理解印尼的这一战略调整提供一种新思路。全球镍产业发展迎来利好的国际环境,意味着印尼实现产业追赶的“机会窗口”已经出现,对此印尼进行了精准识别。在此基础上,印尼采取了一系列举措有效“利用窗口”,同时致力于“拓展窗口”以延长发展机遇,争取实现经济转型,提升本国在全球镍矿产业链供应链中的地位。目前,印尼调整关键矿产战略的初步影响已经显现:刺激镍矿国际市场价格波动,重塑全球关键矿产产业链供应链,引发其他国家的示范模仿效应。把握印尼调整关键矿产战略的机会窗口逻辑,对于中国及时采取相应对策以保障战略性矿产供应链及资源安全具有重要的现实意义。Against the backdrop of global energy transition,a new round of industrial trans-formation,and intensified geopolitical competition,critical minerals are becoming strategic re-sources that countries are competing for.The United States and other Western countries have elevated the security of critical minerals to a strategic level,intensified their global layout,and intend to control and maintain the supply chain of critical mineral industries.The worlds ma-jor mineral resource countries are no longer simply trading resources for wealth.Instead,they are committed to enhancing their position in the global critical mineral industry chain and supply chain by implementing strict export control policies.As the largest economy in South-east Asia,Indonesia,based on its own resource endowment,seeks to expand product added value and promote industrial transformation and upgrading by adjusting critical mineral strate-gies.The perspective of“windows of opportunity”can provide a new way of understanding Indonesias strategic adjustment.The favorable international environment for the development of the global nickel industry means that an opportunity window for Indonesia to catch up with the industry has emerged,and Indonesia has accurately identified this.On this basis,In-donesia has taken a series of measures to effectively“utilize the window”and is committed to“expanding the window”to extend development opportunities,strive for economic trans formation,and enhance its position in the global nickel ore industry and supply chain.At present,the initial impact of Indonesias adjustment of its critical mineral strategy has emerged:stimulating price fluctuations in the international nickel ore market,reshaping the global criti-cal mineral industry and supply chain,and triggering demonstration and imitation effects in other countries.For China,it is of great practical significance to grasp the windows of oppor-tunity logic of Joko administrations adjustment of critical mineral strategy to take correspond-ing measures in
