摘　　要：高校公共危机管理是指高校整合资源,有效地预防、处理和消弭高校发生公共危机的一种动态的、全方位的管理过程。由于高校公共危机的发生具有主体特殊性、传播快速性、事件周期性等特征,因此,针对高校危机管理的特征和影响因素,需要进一步优化高校公共危机管理的路径,包括建立健全高校危机协同治理体系、创新高校重大突发危机事件的风险防范机制、提高高校危机管理组织与人员建设、完善高校危机管理的法治保障、加大校园危机安全教育培训力度、强化技术支撑以及增加设施与物资储备等,以完善的制度规范、组织保障和技术手段防范化解高校公共危机带来的不良影响。Public crisis management in colleges and universities is a dynamic and all-round management process that colleges and universities integrate resources to effectively prevent,deal with and eliminate public crises in colleges and universities.Since the occurrence of public crisis in colleges and universities has the characteristics of subject particularity,rapid dissemination and periodicity of events,it is necessary to further optimize the path of public crisis management in colleges and universities according to the characteristics and influencing factors of crisis management in colleges and universities.It includes establishing and improving the collaborative crisis management system in colleges and universities,innovating the risk prevention mechanism of major emergency crisis events in colleges and universities,improving the construction of crisis management organizations and personnel in colleges and universities,improving the legal guarantee of crisis management in colleges and universities,strengthening the education and training of campus crisis safety,strengthening technical support,and increasing facilities and material reserves,so as to prevent and resolve the adverse effects of the public crisis in colleges and universities with perfect system norms,organizational guarantee and technical means.
