中国现代化金融治理与中国特色金融发展道路  

China’s Modernized Financial Governance and Financial Development Path with Chinese Characteristics

摘　　要：通过对中国金融发展历史经验的深刻反思和全球金融发展模式的系统比较,中国创造了兼顾金融发展与金融安全的中国式现代化金融治理模式,这一模式包括:以实体经济为核心的金融业整体发展路径、有序的渐进主义的金融市场化路径、存量改革与增量改革相结合而以存量改革为主的银行业市场化路径、适度包容鼓励创新与审慎监管相结合的金融创新路径,以及制度型渐进主义金融开放和金融自决。在全球化条件下,中国金融治理要实现现代化、市场化、开放化、安全化为一体的战略目标,努力实现汇率自决、利率自决、资产定价自决、基础货币发行自决和人民币国际化自决,为现代化金融强国建设奠定制度基础,并助力中国实体经济可持续发展与中国式现代化的不断推进。By profoundly reflecting on the historical experience of China’s financial development and systematically comparing it with global financial development modes,China has created a Chinese-style modernized financial governance mode that balances financial development with financial security.This mode contains an overall financial development path centered on real economy,an orderly gradualist financial marketization path,a banking marketization path that combines stock reform and incremental reform with stock reform as the main focus,and a financial innovation path that appropriately includes and encourages innovation and combines it with prudent supervision,and also contains institutional gradualist financial openness and financial autonomy.Under the conditions of globalization,China’s financial governance needs to achieve a strategic goal that integrates modernization,marketization,openness,and security into a whole,striving to achieve autonomy in exchange rates,interest rates,asset pricing,base money issuance,and the internationalization of RMB,laying an institutional foundation for the construction of a modernized financial powerhouse,and contributing to the sustainable development of China’s real economy and the continuous advancement of Chinese-style modernization.
