论从“部分先富”到“共同富裕”的中国式现代化演进理路

摘　　要：共同富裕是中国式现代化的必然要求和重要特征。从改革开放和社会主义现代化建设新时期到中国特色社会主义新时代,中国共产党带领中国人民实现了从“部分先富”到“共同富裕”的中国式现代化演进。在实现全面建成小康社会、迎来第二个百年奋斗目标的历史新征程上,共同富裕在从“消除贫困”到“脱贫入中”的跨越性转变中迈上了新阶段,实现了目标群体的共同推进;在由“统筹城乡发展”到“城乡融合发展”的发展战略转向下,共同富裕理念的全局性、全面性逐渐深化,加快了区域空间的协同发展;在从收入分配“效率优先、兼顾公平”到“三次分配体系建立健全”的递进中,共同富裕的制度保障和动力支持更为持久,保证了社会财富分配的公平有效;在从“显性共同富裕”到“隐性共同富裕”的拓展中,共同富裕的评价标准体系更为细化,适应了人民发展需求的多元平衡。Common prosperity is an inevitable requirement and important feature of Chinese modernization.From the new period of reform,opening up and socialist modernization to the new era of socialism with Chinese characteristics,the Communist Party of China has led the Chinese people to achieve the evolution of Chinese modernization from"partial prosperity first"to"common prosperity".On the historic new journey of building a moderately prosperous society in all respects and ushering in the second centenary goal,common prosperity has entered a new stage in the leap from"poverty eradication"to"transitioning from poverty to middle-income sta-tus",achieving the common advancement of target groups;under the strategic shift from"coordinating urban and rural development"to"urban-rural integrated development",the holistic and comprehensive nature of common prosperity concept has gradually deepened,accelerating the coordinated development of regional spaces;in the progressive transition from"prioritizing efficiency in income distribution while taking fairness into account"to"establishing and improving the three-tier distribution system",the institutional guarantee and driving force for common prosperity have become more sustainable,ensuring the fair and effective distribution of social wealth;in the expansion from"explicit common prosperity"to"implicit common prosperity",the evaluation criteria system for common prosperity has become more detailed,adapting to the multiple and balanced development needs of the people.
