摘　　要：随着居民食物消费结构转型升级,践行“大食物观”理念构建多元化食物供给体系势在必行。但是,逐渐强化的耕地用途管制政策难以完全适配大食物观发展理念。在实践措施上,耕地用途管制与多元化食物供给体系的实践路径不相契合;在实践过程中,耕地用途管制的政策执行与大食物观内涵不匹配;在实践结果上,耕地用途管制下的食物生产供给与大食物观背景下的消费需求不适配。据此,“十五五”时期应当贯彻落实占补平衡新机制和“以补定占”新要求,优化耕地利用弹性调控机制,构建耕地种植的分区分类管理机制,完善设施农业用地规划和管理措施,提高政策执行的灵活性和有效性,建立食物供需结构的动态统计监测体系和调节机制。With the transformation and upgrading of residents’food consumption structure,it is imperative to practice the concept of“big food concept”and build a diversified food supply system.However,the gradually strengthened policy of land use control has made it difficult to fully adapt to the development concept of the big food concept.In terms of practical measures,the control of cultivated land use is not in line with the practical path of diversified food supply system.In the practical process,the policy implementation of farmland use control does not match the connotation of the big food concept.In practice,the food production and supply under farmland use control are not compatible with the consumption demand under the background the big food concept.Based on this,during the 15th Five Year Plan period,it is necessary to implement the new mechanism of balancing occupation and compensation and the new requirements of“using compensation to determine occupation”,optimize the flexible regulation mechanism for farmland utilization,construct the zoning and classification management mechanism for farmland planting,improve the planning and management measures for facility agriculture land,enhance the flexibility and effectiveness of policy implementation,and establish a dynamic statistical monitoring system and regulation mechanism for food supply and demand structure.
