摘　　要：城乡精神文明建设融合发展是城乡融合发展的重要方面,是深化文化体制机制改革的重要目标。开展城乡精神文明融合成效评估是有力推进物质文明和精神文明协调发展、深度呈现城乡融合发展水平、科学确定文化领域改革议题和推动精神文明建设改进创新的内在要求。基于城乡精神文明建设融合发展的理论内涵,可建立由价值融合、主体融合、空间融合、交往融合、情感融合和制度融合6个维度、20个评价指标构成的融合成效评估指标体系,进而构建相应的评估模型。为确保评估指标体系和模型的科学应用,要坚持制度与技术相结合的评估意识、分层与分类相结合的评估方式、定性与定量相结合的评估方法、评估与响应相结合的评估机制,推动形成多维驱动的评估治理架构,赋能城乡精神文明建设融合发展。The integrated development of urban and rural spiritual civilization is a critical aspect of urban-rural integration and an essential objective of deepening cultural institutional reforms.Evaluating the effectiveness of urban-rural spiritual civilization integration is imperative to coordinate the advancement of both material and spiritual progress,comprehensively reflect the level of urban-rural integration,scientifically identify reform priorities in the cultural sector,and drive innovation in spiritual civilization development.Based on the theoretical underpinnings of urban-rural spiritual civilization integration,this study establishes an evaluation index system comprising six dimensions-value integration,subject integration,spatial integration,interaction integration,emotional integration,and institutional integration-with 20 specific indicators.An evaluation model for integration effectiveness is subsequently constructed.To ensure scientific application,it is imperative to implement a multi-dimensional collaborative governance framework that synergizes institutional-technological integration in evaluation awareness,stratified-classified analytical approaches,qualitative-quantitative methodological synthesis,and assessment-response feedback mechanism,so as to promote the formation of evaluation governance structure driven by multi-dimensions,and empower the integrated development of urban and rural spiritual civilization.
