林长制政策提升林业生态全要素生产率了吗?

摘  要:林长制政策是中国环境分权视域的重要政策实践,是促进林业资源高质量发展、提升新质生产力的重要工具。文章基于中国30个省(自治区、直辖市)2012—2022年面板数据,结合合成控制法和双重机器学习模型识别林长制政策对林业生态全要素生产率的影响及作用机制。研究发现:(1)林长制政策显著提升了试点地区林业生态全要素生产率。林长制实施后,真实实验组的林业生态全要素生产率明显高于合成实验组,政策提升效应约为3.23%,表明林长制政策对试点地区林业生态全要素生产率的提升具有显著的促进作用。(2)林长制政策发挥了协同治理和市场联动效应,具体表现为强化政府环境规制、提升公众环境关注、优化林业产业结构、提升绿色技术创新。文章基于价值当量法和动态调整模型,首次将林业生态价值视为生态产出,测算了林业生态全要素生产率水平,从而准确识别了林长制的政策效用,不仅拓展了林业生产效率的理论框架,也为完善环境分权制度提供了理论支持和实证依据。文章提出要完善林长制政策体系、强化制度执行与保障机制、提升公众环境关注、构建多元参与机制、因地制宜推动林业产业绿色转型与技术创新、充分发挥林长制的协同治理与市场联动效应等政策启示。Forest Chief System policy is an important policy practice within China's environmental decentralization framework and serves as a crucial tool for promoting the high-quality development of forestry resources and enhancing new quality productivity.Based on the panel data from 30 provinces(autonomous regions and municipalities)in China from 2012 to 2022,combining synthetic control method and dual machine learning models,this paper examined the impact and mechanism of Forest Chief System policy on Forestry Ecological Total Factor Productivity(FETFP).The study found that:(1)Forest Chief System policy significantly improved FETFP in pilot regions.After the implementation of the policy,the FETFP of the actual experimental group was significantly higher than that of the synthetic control group,with a policy improvement effect of about 3.23%,indicating a substantial positive effect of Forest Chief System on FETFP in the pilot areas.(2)Forest Chief System policy had played a role in promoting collaborative governance and market synergy effects,specifically manifested in strengthening government environmental regulation,increasing public environmental awareness,optimizing forestry industry structure and enhancing green technology innovation.Using the value equivalence method and dynamic adjustment models,this paper was the first to treat forestry ecological value as ecological output and measured the level of FETFP,thereby accurately identified the effectiveness of Forest Chief System policy.This not only expanded the theoretical framework of forestry production efficiency,but also provided theoretical support and empirical evidence for improving environmental decentralization systems.The paper suggested some policy implications,including improving Forest Chief System policy framework,strengthening institutional execution and safeguards,increasing public environmental attention,building a diversified participation mechanism,promoting the greentransformation and technological innovation of forestry industry based on local
