基层政区协同治理中政府工具的选择逻辑及优化策略——基于昆山花桥经济开发区的实践分析

摘　　要：在深入实施区域协调发展战略的背景下,以基层政区为空间载体的省际毗邻地区协同治理是促进区域融合发展的关键所在。政府工具作为达成治理目标的重要手段,其能否合理选择且发挥最大效能直接影响着治理主体集体行动的效果和效率高低。基于对昆山花桥经济开发区推动亭桥鹤城镇圈一体化实践历程的考察发现,基层政区协同治理中政府工具的选择逻辑,其一为高行政效率和低成本双重目标驱动形成的以治理效能最大化为衡量准则的工具理性原则,选择政府工具需要在工具理性的引导下综合考量工具特性、治理目标和附带结果三种因素;其二是消解因破解行政区划制约而产生的结构优化成本、层级调整成本和主体合作成本。这种政府工具选择逻辑在一定程度上加速了区域治理格局的构建,但也存在问题和限度,亟需在健全多重约束机制、激励机制和完善主体间互动等方面进一步优化政府工具选择的基本策略。Under the policy of deepening regional coordination,cross-provincial collaborative governance anchored in community-level administrative divisions serves as a critical catalyst for regional integration.The selection and optimization of government tools,the key instruments for achieving governance objectives directly influence the efficacy and efficiency of collective action.Drawing on the practical case of the Kunshan Huaqiao Economic Development Zone in advancing the integration of the Ting-Qiao-He urban cluster,this study examines the application of government tools in community-level collaborative governance.By constructing an analytical framework centered on instrumental rationality and transaction costs,it reveals the underlying logic of tool selection and proposes strategies to enhance its effectiveness.Key findings include:Firstly,instrumental rationality prioritizes maximizing governance efficiency under the dual goals of high administrative performance and low costs.Tool selection requires balancing tool characteristics,governance objectives and collateral outcomes.Secondly,addressing costs arising from overcoming administrative barriers,including structural optimization costs,hierarchical adjustment costs,and inter-agent collaboration costs.While this selection accelerates the formation of regional governance frameworks,limitations persist.Optimization strategies must focus on strengthening multi-layered constraint mechanisms,refining incentive systems and enhancing interactive coordination among stakeholders.
