清前中期边省省际协作问题研究——以广西及周边省份为例

摘　　要：文章从省际协作视角考察清前中期广西与广东、湖南、云南等周边省份在军事、经济、社会问题等方面的合作历程与历史意义。通过系统梳理广西与邻省地方长官奏折等资料可知,省际协作在军事资源调配、调控粮价、安置流民等方面成效显著,一定程度维护了社会安定和经济秩序,有效稳固了清朝对边疆的统治。但受省界观念的束缚,一些封建官僚在省际协作中常互相推诿,甚至还有为本省利益拒绝援助邻省者。尽管如此,清代边省省际协作依然是中央政府在探索地方省际关系、解决区域社会发展问题方面的重要尝试与努力。历史实践表明,良好的省际合作必须摒弃畛域之见,以人民利益为主旨,通过优势互补形成区域协同发展的合力。边省地区作为我国对外开放的前沿、展示国家实力与形象的窗口以及维护国土安全与生态安全的重要屏障,各省应推动形成“治理协同化、产业联动化、利益共同体化”的新型边疆发展格局,为实现中国式现代化注入时代内涵。From the perspective of inter-provincial collaboration,this article examines the cooperation process and historical significance between Guangxi and Guangdong,Hunan,Yunnan and other neighboring provinces in military,economic and social issues during the early and middle periods of the Qing Dynasty.By systematically reviewing the memorials of local governors in Guangxi and neighboring provinces,it can be seen that inter-provincial collaboration has achieved significant results in military resource allocation,regulating grain prices,and resettling refugees.To a certain extent,it has maintained social stability and economic order,effectively solidifying the Qing Dynasty's rule over the border areas.However,due to the constraints of provincial boundaries,some feudal bureaucrats often shirked their responsibilities in inter-provincial collaboration,and even refused to assist neighboring provinces for the benefit of their own province.Nevertheless,the inter-provincial collaboration in the Qing Dynasty was still an important attempt and effort of the central government in exploring local inter-provincial relations and solving regional social development problems.Historical practice has shown that good inter-provincial cooperation must abandon the narrow-minded view,take the interests of the people as the main purpose,and form a joint force for regional coordinated development through complementary advantages.As the frontier of China's opening up to the outside world,a window to showcase the country's strength and image,and an important barrier to maintain territorial and ecological security,border provinces need to promote the formation of a new pattern of borderland development featuring“collaborative governance,industrial linkage,and community of interests”,and inject the connotation of the times into the realization of Chinese path to modernization.
