摘  要:“实践第一性”是社会政策学科发展和知识建构的首要逻辑,“在问题的减法中实现知识的加法”是这门应用型社会科学知识积累的基本路径。对于后发追赶型国家而言,由于政策实践晚、理论积累薄,社会政策是在“知行同构”逻辑下产生的。中国社会政策迁移知识是在理论移植基础上进行适应性改造,而自主知识体系要从优秀传统文化和政策实践经验两种面向中建构。基于具体实践情境,中国社会政策自主知识生产面临五对情景张力:保障与发展的平衡,行政层级间的政策统一性与灵活性张力,政策工具配置组合的拉力,宣示性重视与变通式执行的失调,狭隘经验和比较研究的关系。The construction of a self-independent knowledge system for philosophy and social sciences in China is a significant decision made by the Third Plenary Session of the 20th Central Committee of the Communist Party of China.One of the major missions for the discipline of social policy is to contribute knowledge related to livelihood security and social development to the concept of“self independent philosophy and social science theories.”This paper begins by exploring the logical framework for constructing social policy knowledge,providing a brief overview of the processes through which both advanced and developing countries have built their social policy knowledge.It emphasizes the necessity for the production of self-independent social policy knowledge to return to practical contexts.The primacy of practice serves as a driving force for the development and knowledge production within the field of social policy.This principle emphasizes that real-world applications and experiences should take precedence in shaping theoretical frameworks and informing policy decisions.Examining the development of social policy as a discipline in the UK,it becomes evident that social policy knowledge,as an applied social science,reflects and responds to existing social legislative practices.A universal principle in the production of social policy knowledge is the idea of“achieving knowledge addition through problem subtraction.”The academic paradigms and theoretical forms of social policy serve to reproduce welfare phenomena and respond to institutional arrangements.In countries that have historically engaged in social policy practices,the construction of knowledge frameworks follows a“practice-first”logic.Conversely,for latecomer countries,where social policy practices emerged later and theoretical accumulation is limited,there is a reliance on borrowing theories to establish domestic social policies.This often results in a sequence where theory precedes practice or,at the very least,adheres to a“knowledge action isom
