摘　　要：基层治理是国家治理的基石。本文通过分析X市A社区的经验,发现在基层治理过程中,一方面需要推动治理的法治化、制度化与规范化,另一方面,需要考虑当地的社会传统与人情文化。法理治理和情感治理在基层治理过程中分别发挥了“强推力”和“润滑剂”的作用。法理治理聚焦社会的基本方向和基本规范,具有强制性与权威性,情感治理则聚焦情感联结的构建,注重理解与共情,具有一定灵活性。本文提出了情法治理模式,强调在治理过程中兼顾法治的刚性与情治的柔性,根据不同的社会情境采取差异化的治理方式。作为基层治理模式中的一种,情法治理立足于法理治理,将法理作为治理基础,把情感治理作为治理的补充,在严守法治底线的基础上,于两种情形下应用情感治理作为补充:一是法律法规尚未充分细化或适用标准不明确的场域,二是赋能法理治理,使治理更具温度。情与法贯穿治理全过程,增强治理的弹性、韧性与灵活性,提升治理效能,促进基层治理的高质量发展。Grassroots governance is the cornerstone of national governance,playing a fundamental role in the modernization of the national governance system and capacity.The development of the economy and society,along with changes in social structures,has brought numerous opportunities and challenges to grassroots governance.China is a country with a long-standing civilization,where traditional culture has deeply influenced and shaped people’s behavior patterns.In the current period of rapid societal change,grassroots governance is confronted with a relatively complex social environment,where different social contexts require grassroots workers to adopt varying behavioral approaches to respond effectively.Given the reality of China’s relational society,when institutional regulations are difficult to implement and legal governance proves ineffective,emotional governance is sometimes employed as a means of social governance.The study selects Community A in City X as the fieldwork site,conducting a three-month field investigation from April to June 2024.Data collection methods include semi-structured in-depth interviews,non-participatory observation,and document research,with timely recording and organization of field notes.City X is located in eastern China,characterized by a rich historical and cultural heritage and a relatively developed economy.District A is situated in the northern part of City X,outside the traditional core area of the city,with a large population and a relatively complex social structure,including a significant number of migrants.Over the past two decades,District A has been significantly influenced by urbanization,experiencing rapid development and hosting facilities such as residential community,parks,elementary schools,shopping centers,and commercial streets.Fieldwork findings indicate that,in the process of grassroots governance,it is essential to promote the legalization,institutionalization,and standardization of governance on the one hand,while on the other hand,it is necessary to consider l
