摘　　要：研究目的:阐述新质生产力发展与山水林田湖草沙一体化保护和系统治理的要求、特征与逻辑,为构建新时期全要素自然资源统一管理新方案提供路径参考。研究方法:文献综述法,理论分析法,归纳演绎法。研究结果:(1)新质生产力发展在技术、生产要素、产业发展、管理机制的深刻性变革中与全要素山水林田湖草沙一体化保护和系统治理的关联性与动态性、系统性、整体性、协调性之间密切关联。(2)新质生产力发展与山水林田湖草沙一体化保护和系统治理之间遵循科技创新、要素保障、统一管理、环境供给的四大逻辑。(3)面向新质生产力发展与全要素系统保护治理的总体目标和关键环节,需从强化动力机制、优化要素组合、深化交互机制、提高配置效率等治理路径多管齐下。研究结论:新质生产力与山水林田湖草沙一体化保护和系统治理必然经历双向互促的动态演进过程,应持续发挥新质生产力对生命共同体一体化保护和系统治理的引导作用,全面推进人与自然和谐共生的现代化建设。The purpose of this study is to elucidate the requirements,characteristics and logic of the new quality productivity development and integrated protection and systemic governance of mountains,rivers,forests,fields,lakes,grasses and sands,to provide the path references for constructing a new program for unified natural resources management in the new era.The research methods include literature review,theoretical analysis and inductive deduction.The results indicate that:1)the new quality productivity development and the integrated protection and systemic governance of mountains,rivers,forests,fields,lakes,grasses and sands are closely related to the relevance and dynamism,systemism,wholeness and coordination of total factor governance in the profound changes in technology,production elements,industrial development and management mechanism.2)Four theoretical logics of science and technology innovation,elements guarantee,integrated management and environment supply are followed concerning the new quality productivity development and integrated protection and systemic governance of mountains,rivers,forests,fields,lakes,grasses and sands.3)Towards the general objective and key links of the two,it is necessary to take a multi-task approach and the governance path by strengthening motivation mechanisms,optimizing element combinations,deepening interaction mechanisms,and improving allocation efficiency.In conclusion,new quality productivity and integrated protection and systemic governance of mountains,rivers,forests,fields,lakes,grasses and sands inevitably undergo a dynamic process of mutual promotion,ensuring that new quality productivity development positively guides the integrated protection and systemic governance of the life community system,comprehensively advancing the realization of modernization where humans and nature coexist harmoniously.
