摘　　要：研究目的:剖析自然资源资产产权交易的典型案例与运行机制,为加快推进生态产品价值实现提供路径指引。研究方法:文献分析法、案例分析法和归纳演绎法。研究结果:(1)自然资源资产产权交易通过资源产权明晰、产权市场化配置、资源资产经营,推动“资源—资产—资本—生态产品”的形态转变,最终实现生态产品价值;(2)自然资源资产产权交易的典型案例有“生态修复+权益打包出让”“生态银行+资源整合”“生态管养+土地供应”等,不同案例在交易标的、交易方式和适用条件等方面各有差异;(3)自然资源资产产权交易的三个阶段依次通过夯实生态产品价值转化基础、强化产权交易市场化运作以及生态与产业“两化”协同发展,形成完整的运行机制。研究结论:自然资源资产产权交易尚处于探索阶段,需通过推进自然资源资产基础理论研究、深化落实产权制度改革以及构建畅通的产权交易市场等措施,助力生态产品价值可持续实现。The purpose of this study is to analyze the typical cases and operational mechanism of property rights transfer of natural resource assets,to provide the path guidance for accelerating value realization of ecological products.The research methods include literature review,case analysis and inductive deduction.The research results show that:1)natural resource asset property rights transfer facilitates the transformation from“resources to assets,assets to capital,and ultimately capital to ecological products”by clarifying resource ownership,promoting market-oriented property rights,and enhancing resource asset management.This process ultimately realizes the value of ecological products.2)The typical cases of natural resource asset property rights transfer mainly include“ecological restoration+rights package transfer”,“ecological banking+resource integration”,“ecological management+land supply”,etc.These cases differ in terms of trading objects,trading methods and applicable conditions.3)The three stages of natural resource asset property rights transfer jointly establish a comprehensive operational mechanism.The mechanism sustains the foundation for the value transformation of ecological products,enhances the market-oriented operation of property rights transfer,and promotes the coordinated development of ecology and industry.In conclusion,the property rights transfer of natural resource assets remains at an exploratory stage.It is imperative to advance fundamental theoretical research on natural resource assets,deepen the implementation of property rights institution reform,and establish a well-functioning property rights trading market to facilitate the sustainable value realization of ecological products.
