摘 要:研究目的:通过分析生产、生态、社会保障等耕地多功能的时序演进特征,构建适应粮食主销区的耕地保护长效机制,为探索形成以功能保护为导向的耕地管理模式提供理论依据。研究方法:改进TOPSIS模型和K-均值聚类算法。研究结果:(1)2009—2023年间,影响耕地多功能的关键因素由人均耕地生态承载力、复种指数等向单位耕地化肥负荷、一产从业人员占比等指标逐渐转变,说明耕地主导功能出现由生态、生产功能向生态、社会保障功能转变的趋势。(2)基于耕地多功能指数的阶段特征,将2009—2014年划定为耕地多功能低级阶段,重点注重缓解耕地保护与建设用地矛盾,加强耕地生态功能建设;将2015—2018年划定为耕地多功能适中阶段,注重耕地非粮化与非农化现象治理,重点保障耕地生产功能;将2019—2023年划定为耕地多功能高级阶段,重点注重耕地的高质量发展,系统优化耕地社会保障功能。研究结论:基于耕地多功能指数动态演进的差异化特征,构建“约束—激励—提升”三个维度融合的耕地多功能保护长效机制,为助推我国耕地保护与农业高质量发展提供一个理论支撑与框架体系。The purpose of this study is to establish a long-term mechanism for cultivated land protection that is suitable for major grain sales areas by analyzing the temporal evolution characteristics of its multifaceted functions,such as production,ecology and social security,to provide the theoretical basis for exploring a functional protection-oriented model of cultivated land management.The research methods of the improved TOPSIS model and K-means clustering algorithm are used.The research results show that:1)between 2009 and 2023,the key factors affecting the multifunctionality of cultivated land have gradually shifted from per capita ecological carrying capacity of cultivated land and cropping index to fertilizer load per unit of cultivated land and the proportion of primary sector employment.This indicates a trend of transformation in the dominant functions of cultivated land from ecological and production functions to ecological and social security functions.2)Based on the phased characteristics of cultivated land multifunctionality index,the period from 2009 to 2014 is classified as the low-level stage of cultivated land multifunctionality,during which the efforts focused on alleviating conflicts between cultivated land protection and construction land expansion,while enhancing the ecological functions of cultivated land.The period from 2015 to 2018 is designated as the moderate stage,emphasizing the need to address non-grain cultivation and non-agriculturalization phenomena,with a particular focus on safeguarding the production functions of cultivated land.The period from 2019 to 2023 represents the advanced stage of cultivated land multifunctionality,during which high-quality development of cultivated land was emphasized to systematically optimize its social security functions.In conclusion,based on the differentiated characteristics of the dynamic evolution of cultivated land multifunctionality index,a long-term protection mechanism integrating the dimensions of“constraint-incentive-enhancement”is construc
