政府主导还是村企合作:福建晋江集体经营性建设用地入市模式选择的经验研究

摘　　要：研究目的:基于“诊断属性—设计属性—结果”的理论分析框架,通过比较福建省晋江市的4个典型案例,辨析政府主导与村企合作的集体经营性建设用地入市模式的特征及其适用条件,为因地制宜选择集体经营性建设用地的入市模式提供科学依据。研究方法:案例分析法、比较分析法。研究结果:(1)政府主导的入市模式表现为积极有为的地方政府、公开透明的信息机制和以农户为中心的收益共享机制,适用于具有自然景观优势、农户数量较多的情境;(2)村企合作的入市模式表现为企业的积极主动参与、分权式的决策机制、公开透明的信息机制、利益主体共担共享的成本—收益分配机制以及配套政策的支持,适用于具有景观优势、农户数量较少的情境,而较好的产业基础、较强的村庄经济实力、互惠合作的社会资本积累以及有领导才能的村庄精英都有助于促成村企合作。研究结论:各地应坚持“因地制宜、因村施策”的原则,探索和选择符合地方实际的集体经营性建设用地入市模式,统筹发挥好村民自治能力和市场配置资源的重要作用。The purpose of this study is to investigate the characteristics and selection logics of government-led and village-enterprise cooperation modes of rural construction land transfers by comparing 4 typical cases in Jinjiang City,Fujian Province based on the theoretical framework of“diagnostic attributes-design attributes-outcomes”,to provide the scientific references for context-dependent mode selection of rural construction land transfers.The research methods include case analysis and comparative analysis.The research results show that:1)government-led mode of rural construction land transfers manifests as active engagement of the local government,transparent information mechanism and farmers-centered revenue distribution,which is suitable for advantageous landscape and large number of rural households involved.2)Village-enterprise cooperation mode of rural construction land transfers manifests as active engagement of enterprises,decentralized decision-making,transparent information mechanism,stakeholder-sharing cost-benefit distribution system and the supporting policies,which is suitable for advantageous landscape and small number of rural households;moreover,sound industrial foundation,strong rural economic capacity,reciprocal convention of social capital and capable leadership of village elites foster village-enterprise cooperation mode.In conclusion,it is suggested to follow the principle of alignment with context-and village-specific conditions to explore the suitable modes of rural construction land transfers and to well deploy the functions of rural autonomy and market mechanism.
