社区“微网格”赋能风险社会“大治理”——基于广州“最小应急单元”的案例研究

摘　　要：基层稳则天下安。频发的危机事件标志着高风险社会来临,作为风险防控前线阵地,基层面临着诸多挑战。传统风险管理模式难以回应基层条件复杂多变的治理需求,因此,健全突发公共事件处置保障体系,因地制宜创新基层社会风险防控协作机制迫在眉睫。在界定社区“微网格”概念基础上,以广州市“最小应急单元”为例,深描“微网格”赋能风险社会“大治理”的运行逻辑,并探析其协作治理机制。研究发现,广州市在传统网格化管理模式基础上展开微网格治理实践创新,聚焦微观层面需求,调动社会多元主体破解社区风险治理难题,并通过多元复合的动员协商机制、政府主导的利益协调机制、实战导向的行动联结机制以及调适内外的成效巩固机制,培育社区应急韧性,增强风险应对能力。微网格的治理下沉及多元有效协作共同打造了社区安全防护网,构建了全过程风险防控体系,有机整合并激发了辖区内公共部门和各类社会组织的治理资源和潜能,将社会风险消灭在萌芽状态,为风险社会背景下的超大城市精细化治理提供了实践范本。Stable grassroots governance ensures societal security.The frequent occurrence of crisis events signals the advent of a high-risk society,where grassroots communities,as frontline defenses against risks,face multifaceted challenges.Traditional risk management models struggle to meet the complex and ever-changing governance demands at the grassroots level.Consequently,it is imperative to improve emergency public incident response systems and innovate localized collaborative mechanisms for grassroots social risk prevention.This study aims to define the concept of community“micro-grid”and examine Guangzhou's smallest emergency unit as a case to elaborate the operational logic of how“micro-grids”empowers“macro-governance”of social risks,while exploring their collaborative governance mechanisms.It is revealed that Guangzhou has innovated micro-grid governance practices based on traditional grid management,addressing micro-level needs by mobilizing diverse social entities to resolve community risk governance challenges.Through mechanisms of multi-composite mobilization-negotiation,government-led interest coordination,practice-oriented action linkage,and adaptive efficacy consolidation,it cultivates community emergency resilience and enhances risk response capabilities.The governance decentralization of micro-grid and effective multi-stakeholder collaboration jointly construct community safety networks,establishing a whole-process risk prevention system.This approach organically integrates and activates governance resources and potentials from public sectors and social organizations,eliminating social risks at their nascent stage,offering a practical paradigm for refined governance in megacities under risk society conditions.
